Veterinary teleconsultation: what are the obligations of veterinarians?

Veterinary teleconsultation, a medical act in the experimental phase

Veterinary teleconsultation is a remote veterinary act supervised by the Order of Veterinarians and the Ministry of Agriculture. It has been in the test phase since May 2020.

Since this period, any veterinarian registered with the order wishing to offer veterinary teleconsultation to their clients can do so after completing a declaration form.

To participate in the experiment relating to veterinary teleconsultation, the practitioner must therefore complete the form made available by the Order of Veterinarians, and he/she must also check the conditions under which he/she can set up veterinary teleconsultation or telemonitoring as well as the technological tools available to ensure the smooth running of the veterinary teleconsultation.

Difference between veterinary teleconsultation and veterinary teleadvice

Veterinary teleconsultation is a real remote veterinary consultation: it is a medical act which gives rise to a diagnosis and a prescription.

Veterinary teleconsultation, on the other hand, is not a medical act: it is in fact a general exchange concerning the health of animals, between the owner of an animal and a dedicated specialist. With veterinary teleconsultation, owners cannot obtain a personalized diagnosis or a prescription.

Is veterinary teleconsultation a remote veterinary consultation?

Concretely, how does a veterinary teleconsultation take place? First of all, the veterinarian defines the technical tool that he wishes to use to carry out the veterinary teleconsultation: he can use a platform specialized in veterinary teleconsultation such as Televet , or a generalist videoconferencing platform.

In order to refine the accuracy of the diagnosis during a veterinary teleconsultation, it would be preferable for the client to exchange videos and photos of the animal with their veterinarian: they can use a computer, a tablet or a smartphone. The latter generally offers greater flexibility in terms of the orientation and quality of the camera, and is therefore to be preferred.

The confidentiality of exchanges and data transferred between the veterinarian and the owner must be ensured. The veterinarian must also ensure that he has a good internet connection and the technical support necessary to perform the medical act remotely (a working computer, a smartphone, a tablet, etc.).

Veterinarian and teleconsultation: what are the essential conditions?

There are several elements to take into account:

  • The DPE veterinarian - the professional domicile of practice to which the practitioner is attached, namely the place where the veterinarian's real economic activity takes place) - designates a reference veterinarian who will be the contact of the Order of Veterinarians for the experiment;

  • The referring veterinarian enters the professional practice address (DPE) on the form accessible via the website of the Order of Veterinarians (access only possible if the veterinarian is registered);

  • The referring veterinarian receives a registration confirmation, which will be automatically sent to the email address provided;

  • Any DPE veterinarian carrying out veterinary teleconsultations must contact their RCP insurance to inform them of their participation in the experimental phase of veterinary teleconsultation;

  • The DPE referring veterinarian checks the updates of the CGFESV - namely, the general operating conditions of the veterinary care establishment;

  • Any practitioner carrying out a veterinary teleconsultation must pay attention to the data relating to veterinary telemedicine, in particular the date on which the veterinary teleconsultation is carried out, as well as the date of the last physical consultation;

  • Any veterinarian carrying out a veterinary telemedicine act must be attentive to the type of act carried out (there are several acts: veterinary teleconsultation, veterinary telemonitoring, veterinary teleassistance, veterinary tele-regulation, etc.);

  • Any practitioner concerned by veterinary telemedicine must take into account the animal species concerned by the act, the framework of the veterinary consultation, the reason for the veterinary consultation, and the result of the veterinary teleconsultation, namely: diagnosis given, possible prescription, recommended medications, payment method and quality of the computer connection;

  • Quantitative and qualitative data should be collected by the veterinarian;

  • The DPE reference veterinarian undertakes to provide the Order of Veterinarians with all the data necessary for the establishment of the report during and at the end of the experiment relating to veterinary teleconsultation;

  • Veterinary teleconsultation can only be carried out on the veterinarian's patients, i.e. animals that the veterinarian in question has seen at least once in the last 12 months. The animal must therefore have been examined in a veterinary establishment of the DPE for less than a year.

  • Veterinary teleconsultation can only be carried out if the practicing veterinarian considers that the conditions in which it takes place are favorable to the smooth running of the veterinary teleconsultation.

  • Furthermore, if the medical prognosis is risky, veterinary teleconsultation is not authorized.

Who can carry out a veterinary teleconsultation? What payment method should be used?

Only veterinarians registered with the Order of Veterinarians in France can carry out a veterinary teleconsultation on French territory.

During a veterinary teleconsultation, any payment tool is authorized, as long as it ensures the security of the client's personal and banking data. Online payment is also possible.

Veterinary teleconsultation: how to issue a prescription?

During a veterinary teleconsultation, diagnosis and prescription of medications are possible. The delivery of medications following a teleconsultation must be done within 10 days of the prescription.

Several solutions are possible:

  • The veterinarian sends the prescription to the client by post or electronically;

  • The client collects the prescription from the veterinary establishment and possibly purchases the medication;

  • The veterinarian sends the prescription and medication in an opaque sealed package within 10 days.
